The Early Care and Education Administration (ECEA) provides support for and collaborates with other public and private child and family advocacy organizations to formulate an effective continuum of services and care for District children 5 years of age and younger. ECEA also provides access to before and after school services for eligible children up to age 12.

The family and providers work together to identify and address specific family concerns and priorities as they relate to the child's overall growth and development. In addition, broader family needs and concerns can be addressed by locating other supportive/resources services in the local community for the family and/or child. Early Steps is administered by Children's Medical Services (CMS) in accordance with IDEA, Part C. Early Steps offers early intervention services for families with infants and toddlers (birth to thirty-six months) who have developmental delays or an established condition likely to result in a developmental delay. Sixteen contracted local Early Steps across the state coordinate with community agencies and other contracted providers for the delivery of needed supports and services.

The Georgia Department of Education (GaDOE) oversees public education throughout the state. The Children's Academy at BridgePointe provides early childhood development and preschool for children, ages six weeks to five years. Pediatric Family Support Services provide consultations about treatment options and plans of care for children with special needs including Autism. Career Services for adults includes case management, job placement and computer skills. BridgePointe shares space with a partner organization, Southern Indiana Rehab Hospital, that provides pediatric therapies, psychological services and children's resource information.

The Department of Education is responsible for services for three to five year-old children with disabilities. Currently, there are approximately 1100 three to five year-old children with disabilities being served by the Department of Education in elementary school sites throughout the seven districts of the state of Hawaii.

The Infant Toddler Program helps children from birth to age three who have a developmental delay.The Infant Toddler Program is available statewide and provides a variety of therapeutic, educational and supportive services to help both the child and his or her family.
